CME 7.1 SNR Working internal but not external

CME 7.1 with Verizon Business SIP Trunking

I recently upgraded to CME 7.1 to enable the SNR function.  Configured everyting according to documentation and thought everything was working fine.  While I was testing I only tested from internal phones and this worked.

Works

IP Phone A has SNR DN of Cell Phone Z

IP Phone B calls phone A

IP Phone A rings and Cell Phone Z rings

I can pick up either IP Phone A or Cell Phone Z and all mobility functions work correctly

Does not work

Cell Phone Y calls IP Phone A

IP Phone A rings but Cell Phone Z DOES NOT RING

I did a debug voice ccsip to see if there was anything funny going on with the outgoing call, but didn't see CME even attempt to send an invite out

Has anyone seen this before?  Config is attached

I am having the exact same problem on CME 8.1
