Hello,
I was wondering if this scenario is possible.
Customer wants to do the following:
Site1 2801 CCME
Site2 1760 CCME
We will have a vpn tunnel over the internet between the two sites.
Can someone from Site1 intercomm another person at site2 over the vpn tunnel?

I gave it a quick test with SRST to CME and it worked!!! Should be the same for CME to CME

I haven't tested this across two CME systems; but in theory.
1) On site2 setup intercom per CME instructions
2) On site1 setup a speed dial to the intercom number configured at site2
3) Create a VOIP dial peer on site1 with a 'destination-pattern' of the intercom range assigned to site2
From site 1 you should be able to dial the intercom DN assigned to site2 via the VOIP dialpeer.
I have tested this with phones on a local CME, and you can dial the intercome DN directly, so extending this over the WAN via VOIP dialpeer should be the same concept.
Make sure your VPN tunnel is configured to route accordingly.
