CME drops some call forwards

Weird one:

CCME version 3.3. Call forward all from a phone to one provider fails 95% of the time. Occasionally gets through. Normally it rings once and disconnects with the message:

*Jul 15 11:45:44.323 UTC: ISDN BR1/0 Q931: RX <- STATUS pd = 8 callref = 0x70

Cause i = 0x82E41E - Invalid information element contents

Call State i = 0x09

*Jul 15 11:45:44.331 UTC: ISDN BR1/0 Q931: TX -> RELEASE pd = 8 callref = 0xF0

Cause i = 0x80E5 - Message not compatible with call state

*Jul 15 11:45:44.567 UTC: ISDN BR1/0 Q931: RX <- RELEASE_COMP pd = 8 callref = 0x70

Cause i = 0x80E5 - Message not compatible with call state

*Jul 15 11:45:44.603 UTC: ISDN BR1/0 Q931: TX -> DISCONNECT pd = 8 callref = 0x33

Cause i = 0x80E5 - Message not compatible with call state

Call forwarding to a mobile on another provider always works.

Normal calls work to both providers. It is only the call forwarding that has the problem.

The only odd thing in the set up is that the CME does not have the ISDN directly - it has a VOIP dial-peer to another gateway with the ISDN card. It is not H323 that cuts off - definitely the ISDN.

I have been messing aroung the all the progress indicators an voip signalling settings. No luck.

Ideas?

Try to force h323 slow start on both the gatways and see if that helps.
