Have you verified it is the same on both ends? You also need to verify that dial-peer is used in the call. If it is configured on both ends add "incoming called number ." on the VOIP dial-peer. This will force the router to use that peer for negotiation. If that doesnt work yo may want to open a case and have an Engineer look at it further.
