Conference Bridge not available

I am running call Manager 6.1 w/ a separate Call Pub/Call Sub. My call subscriber just died. I've got a new system board that will be installed tomorrow. I had an end user try to make a conference call on a 7937 conference phone. The end user received a "no bridge available" error message. Is this due to the fact that this service is controlled by my non working call subscriber?

Enable the IPVMS service on the pub, let the software conference bridge on the pub register succesfuly. Then include that confence resource ( pub) in the MRGL of the phone.
