With mask configured, call manager will send mask to network, which is user side marked or labeled--untrusted since user can mask with any numbers, without mask, CM will send Individual lines (expose individual num.). Does CM 3.1 support send nothing? so Telco (network marked-trusted) will apply the default mask for the PRI trunk?

On the PRI configuration in CCMAdmin for the 6608 port, you should be able to change the "Presentation Bit" to Restricted and whatever number you send out will not get displayed.
Or, on the route pattern (or the gateway config) you can specify what the outbound caller ID should be for any call to that pattern or through that gateway and you can set it to the main number.

currently using mask on gateway-user side. tried "presentation Bit", called phone received no DN, telco default mask failed to apply.

So you are saying that the called phone on the PSTN side is getting no caller ID at all?
Another thing you can try is on the gateway config, change the Calling Party Numbering Type Unknown set to Unknown, and the Calling Party Plan to Unknown.
If that combination does not work, try calling party type national and calling party plan isdn.
If neither of those works then we may need to see a trace, try a couple other configs, and make test calls.
