Configure Phone Services doesn't show as an option in ccmuser

Configure Phone Services doesn't show as an option in the ccmuser page.

I thought it might be because we have the user database integrated with Active Directory. Possibly because the PIN wasn't set since the user was created in AD and not in Call Manager. But I reset the PIN and services option still did not appear. It is Call Manager 3.3.3. Is this standard now?

Is the device associated to the user you are logging in as? I've seen that specific features don't show up unless a device is associated.
