Could somebody advise me as how to configure the inter-digit timeout on Call Manager 3.1.3a?

The timer you are looking for is the t302 timer. You can adjust it by doing the following:
Service | Service Parameters | pick your server | CallManager Service | then look for the TimerT302_msec parameter and adjust as you see fit.
