Currently we run a single Publisher and Subscriber, with all phones obtaining Information, Directories, and Services URL's from our Subscriber server. Is there a way to setup the Publisher so it can be a backup server for these services if the Subscriber server is offiline?

There is currently no way in CCM to achieve this type of redundancy. One option is to use round robin DNS to simulate redundancy.

Same concept, different DNS feature. We use CNAME records and can push changes to the DNS server. This requires that you have a relatively short lifetime on DNS auth. responses.
Another approach, if you have the equipment, is to use a load balancer solution.
You could also offload your web services (to a certain extent) to other dedicated web hosts that may have redundancy options built into the solution.
Or, a mixture of all of these which is how we deal with things.

I know when entering the URL for the service, you can use the variable #DEVICENAME# for the phone's device name. Wonder if there's a variable you can use for the active CallManager...
