What are my options to connect three Fujitsu 9600 PBX's over a fully-meshed T1 WAN? Any recommendations, comments, or directions will be very much appreciated.

We had 35 of the 9600's networked together on T1's. We were using the FIPN card along with an Adtran dsu to peel away half the timeslots on the t1 to the fujitsu and the other half to the router. We experimented with the FIPN over IP card and had very good luck and decided to start implementing it. We implemented it over a frame-relay connection with good luck. We had plans of converting all 35 PBX's to the FIPN over IP cards but we stopped when Fujitsu announced that they were closing their PBX division. That is the only reason we stopped. It appeard to work very well and kept us from wasting bandwidth on timeslots that were allocated for the voice and used occasionaly.

You can always connect the DS1 card to a VG200 gateway or 26xx/36xx running ip plus and HDV modules and route IP between the 3 site, you would build dial-peers to direct traffic to each pbx. This way when you migrate from PBX to IPBX your gateways are inplace. I am connecting to the gateways via QSIG and working fine.
