Basically the same rules apply to gateways as to phones on the system.
If you want a phone to be able to make calls to another phone or a route pattern, the phone must have a CSS assigned to it that allows it to reach the phone or route pattern.
So make sure the gateway in CM have a CSS set that allows it to reach the patterns that you want it reach.
Secondly, check what digits the PBX is sending to CM. You can check the logs on the CM for this, or check with your PBX guys - what you need to do is check that if your route pattern for the PSTN is 9.@, then check that the PBX is sending the full number with the 9 prefix (not stripping it and sending the number without the prefix your system requires to match the route pattern).
