I don't think you can do this but thought I would check.
Can you configure in Unity to disallow voice messages that are less than so many seconds. For instance if someone calls into a subscriber account listens to the voice messages, get's the "beep" to leave a message but hesitates to leave a messages. Maybe records 2 or 3 seconds of dead air. Is there a setting that can stop this from even becoming a voice message????
Yes you can. From SAWeb>System>Configuration>Recordings there is a parameter called 'Discard any recording less than, in seconds:'. Changing this requires a reboot. For auditing purposes, Unity will log a message to the application log each time a 'zero length' message was deleted.
