i want to use compressed RTP G.729 stream between ip phones.

Where can i turn it on on CCM 3.13a?

No where.

It doesn't have sense. ( I think so )

If you have IP phones on local LAN that LAN bandwidth is enough.

If you have IP Phones on different locations connected p2p link that

you configure cRTP on peer routers of this link.
