CUCM 5.0 Offnet to Offnet Transfer

Hi , I want to Block Offnet to Offnet transfer from IP PHONES ,

i know in Serive parameter you can configure this but even after Blocking Offnet to Offnet transfer in service parameter SIP Phones Are still able to Transfer Off net to Offnet calls

Please advice
