CUE, caller-id recognition to 4 digit versus e164 format

when I dial from CCM to CME and call-forward to CUE, have different caller-id recognition by the CUE randomly. two types that "sorry 21114111 is not available at this moment,...." or "sorry 4111 is not available at this moment,....". always recognize to "4111" when call-forwarded which calling in CME ephone.

CCM--GK--CME(CUE)

rule 1 /^21114111/ /4111/

voice translation-profile VM

translate called 1

!

dial-peer voice 9000 voip

translation-profile outgoing VM

destination-pattern 4111

....

dial-peer voice 9001 voip

I would just configure CUE to recognize both types. I.e. configure (in CLI, for example):

username test phonenumber 4111

username test phonenumbere164 21114111
