Typically, I used dblhelper but I don't see that in a new install of 4.1.3 bin folder or use the Upgrade Asst but the UpgradeAsst for 4.1.3 won't install on 4.1.3.
Yes you are right. There is no dblhelper by default.
To get one you need to open a TAC case and the engineer can get you one.
