The only thing I can think of is to take the directories url out of system -> enterprise parameters and then configure the same directories url on each individual phone that you want to be able to view this. It is a lot of work depending on the number of phones, but is an option.
What about taking the directories url out of the system as you've said and then set up a new service that you subscribe only to certain phones that points to the directory xml file. Im sure Ive done something like it in the past.
