Why does it seem that the default admin VM box takes messages. (Ext 99999) They seem to be pepole setting up VM or incomplete messages.

By default that mailbox is a member of the Unaddressed Messages group and will get NDR's and "public" messages such as messages left in the Operator mailbox.

So when the mail box is full it will stop taking them. Or do I need to retrain my users in how to set up VM for first time I dont see how they are leaving a message for Operator

It may be because the default action after playing the main greeting is send to operator mailbox, and it could be that the calls are ending up there. You could try setting the after greeting action for Opening Box to Say Goodbye to see if that's where the calls are coming from. If subscribers are not getting auto-login, you may have an integration problem to troubleshoot.
