Yes, if you delete a user in AD, the directory monitor will notice the user was deleted and will clean them out of Uity - 3.1(5) and later works fine, some earlier versions had a few holes here.
No, if you delete a user in Unity we don't delete the directory or mailbox accounts for that user. We just clean our properties off that user and that's it. The security issues involved with this were too great to support this so there's no way to "turn this on" in the SA or the like.
You can do this programatically in Unity 4.0(2) and later if you want to go that route - and example for this will be posted over the next weekend on www.CiscoUnityTools.com code samples page. You are, however, on your own since we don't support this officially at this point.
