Everything on a CCM is based on device weights. An MCS7835 supports 5000 device weights. An IP phone is a device itself which has got a device weight weight of 1. Similarly dfferent devices like gateways have different device weights. There is whole lot of device weight list on the CCO. Device is a generic term, which may contain IP phones, gateways etc.
