How can I make a Bri voice port to present a dial tone when it aswer a call????

Not knowing exactly what you want to do, it's difficult to say, however I would begin with you can't.
Quite simply you have to specify a destination for the incoming call which must valid.
There are 2 options,
1) point the call at an IVR and configure the IVR with a message which is recorded dial tone. You then need to configure the IVR with a menu that responds to the possible destinations dialed by the caller.
2) do not configure Direct-inward-dial on the port on the router, and do not specify a destination in a dial-peer. I know this will give you dial tone but I'm not sure where you can then dial on to.

You need to configure an inbound a dial peer without direct inward dial. By default the router will present dialtone on the isdn calls.
Then you can call anywhere the router has a dialplan for, i.e a matching dial peer.
