Sorry, I wasn't aware that these were internal URL's. Unfortunately, there doesn't appear to be any external documentation for Dick Tracy.

For this reason, your best bet is to get a hold of a copy of the Cisco Press book: Troubleshooting Cisco IP Telephony (Giralt, Hallmark, Smith). Chapters 3 and 6 in this book cover the Dick Tracy utility in detail.
