Is there a way to set different levels of administrative access for saweb?

The access to the saweb page is set by the user's COS. If you need to create a limited admin for a user, create a new COS and apply it to their account.

COS=Class of service
The concept of class of service, a collection of privelages and features assigned to a specific group of subscribers.
Unity ships with two default classes of service Administrator and subscriber.
Its possible to create many classes of service as is necessary.
The classes of service can be based on workgroup membership,job function or any other classification you wish.
COS gives Administrator an easy way to grant system access priveleges and controll licensing.
If you have users who will peform a subset sytem admin tasks its possible to give them access to only that protion of the system for which they can update.
