Digit strip in 12.4XC4

I thought that the main usage of digit strip was to remove the matched pattern for an outbound pots call.

I run 12.4.XC4 with CCME 4.0(3), digit strip on a destination pattern of ^0T is not removing the 0 and passes the dialed number unchanged to a BRI voice port.

I had to use a translation rule to remove the leading 0.

Did I misunderstood the usage? How can check that digit strip is working or not when dialing out ? Calls are made from skinny phones.

By default, the router will NOT strip digits on a call that is routed from a POTS dial-peer to a VOIP dial-peer. No digit-strip" is a command that applies to a pots dial-peer for OUTBOUND calls when that dial-peer is choosen
