You can do this through the GUI, however its not very simple. You have to edit the paidfeatures field. Here are the details of that field :
A supplementary service must be subscribed before it is available to the user. A subscribed service is indicated by setting the corresponding bit in the 32-bit parameter PaidFeatures on the web-page. The lower 16-bit of PaidFeatures specifies subscribed features for the first FXS line, while the upper 16-bit for the second FXS line
Bit 0 (16): Forward all calls to a user specified number unconditionally
Bit 1 (17): Forward all calls to a user specified number when the ATA is busy
Bit 2 (18): Forward all calls to a user specified number when no one answers after 20 seconds
Bit 3 (19): CLIP/CLIR This service allows the user to specify CLIP or CLIR on a per call basis
Bit 4 (20): Call waiting This service allows the user to receive a second call while engaging in a call
Bit 5 (21): 3-way calling This service allows the user to make a second call while engaging in a call
Bit 6 (22): Blind transfer This service allows the user to transfer the remote party to a different number without first calling the number
Bit 7 (23): Transfer with consultation This service allows the user to transfer the remote party to a different number by first calling that number and consulting with the callee
Bit 8 (24): Caller ID This service enables the ATA to generate Caller ID signal to drive a caller-id display device attached to the FXS line (available in CISCO ATA 186 and CISCO ATA 182 model with SLIC)
Bit 9 (25): Call Return
Bit 10 (26): MWI message waiting indication
Bit 11 (27): Call Waiting Caller ID (available only if the Method bit in CallerIdMethod is set to Bellcore (FSK))
Bit 15 (31): Fax Mode This service allows the user to set the ATA to FAX mode on a per call basis. FAX mode means: Use G711 codec only, no silence suppression, and no FAX tone detection
