I can't think of any real reason not to use all licensed ports for a live deployment, however, there is nothing forcing you to create & configure all licensed ports in UTIM. When you are walked through that step during installation (or after-the-fact, you can always fire up UTIM) just ensure Unity only has 4 ports created.
This is probably easier than creating unused ports & setting them out of service, and is typically what I do when I want to set up 1 or 2 ports as a quick test to prove a working integration.
