Don't get busy tone when calling CTI-route point from Attendant Console

We have Call Manager 3.2(2c) SPH and IPCC (CRS3.0(3a). Attandant Console is version 1.2(1).

We when there are no sessions available to the CSQ the caller should get busy tone. This works ok from an IP phone and from the PSTN. But when done from Attendant Console a pop up screen appears "Failed to make a new connection".

If the call is incoming to Attendant Console and a blind transfer is attempted the calling party gets unobtainable.
