Dropped voice calls, using LLQ, VOIP over FRS

My customer has a 3 node FRS network running 256K at 2 remotes and T1 at the head end. Remote routers are 1750 and headend 3640. They are running 12.2 IOS.

We have configured the network for LLQ with frame relay fragmentation and RTP header compression and allocated 80 K to just the voice. They have 128K CIR on the remote sites.

Calls are still dropping. Anyone have this problem? I supect it is WAN Load, but with the voice having 80K dedicated, this should not be happening.
