I am in the process of designing a voip solution using a 3662 with E & M trunks, and a call manager server (3.0). I must use E & M trunks to connect to the PSTN. My question is, can I program the 3662 as a gateway in the call manager software. What are my options here. Will IP phones even work through an E & M gateway?

Yes, you can do this, and yes the phones will work through the gateway.
You need to add an H.323 gateway in the CallManager Administration and use the IP of the 3662 router. Then program the router with the appropriate dial-peers. Start here:

Yes they will. I have already done this with an E&M circuit using 20 trunks. You have to create a trunk group first then in the dial peer point it to that trunk group.
