E1 channel selection

I have the following connections:

TELCO SWITCH <---E1---> 2851 <---MGCP---> Call manager 4.1(3)

I notice that when:

- I make an outbound call my gateway (2851)choose a high-number b-channel

- out telephony system receive an incoming call on a low-number b-channel

Is it normal or is it best if the channel-selection is the same (for example ascending order)?

it's normal for it to work that way, otherwise chances of selecting both the same channel at the same time are higher. i wouldn't recommend you to move anything unless explicitly advised by your telco
