We have a 7911 system? and because we are on 3 floors, i wondered if any one phone could override any calls if there was a fire and act as a 'tannoy' system even if the phone was not in use?

What version of CCM are you on?

I think CUCM 6.x comes with an intercom which you could use..

Alternatively you can install 3rd party software which does the same thing.
