End-User hears On-hold music when agent ringing, can this be changed?

I know that this has been around the message board several times. It appears that the answer was to record a wav file with silence and use that as a network hold source. I have found a nother way and want to run it past some other people. I have changed the default network audio source in the service parameter field to point to the fixed audio source that is disabled. This silenced my MoH while the call was put through. Does anybody have any reason that this would not work.

Can you verified that the MOHstreamingcodec setting in Service parameters is set to the codec that you are using for the voice

call:. Also verified that there is no Media Resource group setting or region differentiation. Do you have this problem when a PSTN call is landed in a VoIP phone.
