That error is coming when I ask Unity to stop "nicely" via the gateway in much the same way you can shut down Unity from the tray status icon. It's not a big deal since if it doesn't shut down nice I kill the processes that make up Unity one at a time in order (as you can see in the trace output) and everything works regardless.
If you log in via the account you have the scheduled restart service set to run under and use the tray icon to stop Unity and then restart it - it could be a rights issue with the account or something else afoot.
Either way, it's not going to keep the tool from bouncing the server - the worst case scenario is if someone is called into the system at the time the shut down starts off they will get hung up on instead of getting a nice "the system is going off line..." prompt first.
