any other information/warning messages around that? This could be as simple as someone trying to gain access to the SA/AA/SM and not having COS rights or their account isn't authenticating as a subscriber etc... normally you'd see the account name involved in the attempt in and around that message if that were the case.

There is nothing else around it. In fact the error is consistent every half hour to the second.

Actually, the core folks tell me that error is the reports scavenger having trouble kicking out a notification of one kind or another. The scavenger runs through and removes old diagnostic and data files based on the schedule you have configured on the SA Configuration page. It could be low disk space or something... Apparently it needs to run as a subscriber for this to fly and it's failing. By any chance did you delete the Example Administrator? just a thought...
I'll bug the reports folks to cough up some more details.

Server has 17Gb available.
Example Administrator still exists.
I have increased the maintenance schedule to every 10 days from 7 days. If this is related, I'd assume the process would not attempt to run for three days - correct?

No, the scavenger process runs every 30 minutes regardless of what your deletion schedule is. It's probably barking about someting silly and since it can't kick out a message it's logging an error... of course it'd be nice if it could say WHAT it was worried about in the actual error message... I'll have that discussion with the developers.
I'll post a follow up with what they find.

I am experiencing the identical problem. My Unity and voicemail is functioning properly but every 30 minutes like clock work I get the following message in the event log:
