External Calls Transfered to External # - Calls Fail - CCM 6.1 and h.323

Has anyone ran into an issue with Transfering an External call back to another External # with CM 6.1? We are using an H.323 gateway. The issue is that when we transfer the call we are sending the External # to telco, as the calling #. We have calling party's external phone number mask checked.

make sure that off net to off net calls set to true and allowed in the service parameters of CCM !

We see the calls reaching the gateway, then they are denied.

Is the Telco denying them becuase the calling phone number does not match an allowed number on your outbound gateway (I'm guessing PRI of some sort)?

Or does it look like the gateway itself is not allowing the calls to be delivered for some reason?
