Failed to get Arbiter Component

I get this error "Failed to get Arbiter Component" when I try to run the Call Viewer. What's it mean?<br><br><P ID="edit"><FONT SIZE=-1><EM>Edited by tvanblon on 10/26/01 10:03 AM.</EM></FONT></P>

My first guess is that the CallViewer is trying to run when Unity isn't. Is that the case? What's the Unity version?

Unity is definitely running. CM is v 3.1(1) and Unity is 2.4.6.135.
