Failover Config Challenge

3 Site WAN, Distributed CMs w/ PRI gateways, Centralized Unity Server:

Site A is a CM Cluster

Site B is a CM Cluster w/ Unity

Site C is a CM Cluster

Inbound calls to sites A and C route via ICTs to site B then to Unity Call Handlers. In the event either WAN link is down I want to route the call to an attendant DN. I know this is possible with VoIP dial peers using preference commands and translation patterns (but I had H323 issues with this), however I have the calls routing from the PSTN directly to the CM then across the ICT. Can this be accomplished in the CM?

For example:

PSTN>SITE A ROUTER>VOIP TO SITE A CM>ROUTE PATTERN MATCH TO ICT>SITE B CM>REDIRECT TO UNITY (this works flawless)

on Failover:

PSTN>SITE A ROUTER>VOIP TO SITE A CM>(WAN DOWN)>TRANSLATE TO LOCAL ATTENDANT DN>RING IP PHONE

Any ideas?
