if message store, exchange or domino went down, are user still able to retrive mail which in the tempory repository of unity or hear fail safe message?

Users are able to retrieve messages left during the outage. These messages are stored locally on the Unity server in the UnityMTA directory as part of the UMR (Unity Messaging Repository) service. Once the mail store is back online, the messages are delivered to the mailstore as well.

But what happened is, when users log on the unity mail box,they heard "sorry, system is not available to complete the call, please try again later." The notes server was down ttat moment.

Failsafe is not the expected response, so let's check a couple of things.
Look in your application event log for messages during the Domino outage regarding the mail store going 'offline' - this is a message that will appear just before UMR mode should be kicking in.
Please also verify that once the Notes server is back on-line that messages are being delivered. I don't expect any msgs in the UnityMTA directory if everyone was getting failsafe, but any msgs _after_ the incident should be going through.
Finally, check out the application event log for any errors when subscribers login. If this is consistent (each time Notes is off-line), these events should be useful for opening a case with TAC.
