Failure to reset IP Phones

On CCM 4.1(3) I can't reset any IP Phone from the Publisher, only from the subscriber where the phone is registred. I have checked the RIS service and it is up and running.

Any ideas

Cisco typically recommends that the Publisher does not do call processing so CM service is turned off. But I hardly ever see this recommendation followed in installs where the pub is not a callprocessor

This may be the case in your situation where CM service is off on the pub. If so, you cannot reset phones from the pub only from other call processers such as your subs

I have seen the same problem on CCM 4.1(3) and I can confirm that the CM service is running on the publisher.

This is, may be, SQL databaes replication problem between PUB and SUB.

Looks like a replication issue, but could be something else.

To check replication create a dummy phone or CTI route point on PUb and see if it replicates to Sub.

You do not need CM service running on Pub to reset phones.

Use DBLHelper to verify that the replication is ok.

Put the DBLHelper.exe in the following path: C:\Program Files\Cisco\Bin

The problem was fixed with the DBHelper utility, the SQL DB's were out of sync.
