Unity 3.0 works with a number of 3rd party fax servers... yes, these faxes show up in your inbox and you can deliver faxes (and emails) to a fax destination via the phone interface to Unity. It's up to the fax server to integrate with the directory and route inbound faxes to your inbox (i.e. you install their gateway into Exchange and setup rules based on DID numbers and the like). Unity is not directly involved in routing inbound faxes anywhere.
here's a post with the most recent fax servers supported:

If I understand this correctly then, there is no default fax capability in Unity unless you have another fax server for both in and outbound?
If you step up from Unity VM only to the UM version does that mean you just get your voice mails sent into email and nothing else?

all that UM means is you have desktop access to your voice/fax mails and telephone access to your emails (TTS) instead of only phone access to voice mails and faxes. This also implies VMO use from the desktop, of course.
VM vs. UM has nothing to do with fax functionality. You are correct, in 3.x this is all done via 3rd party fax servers. The "ActiveFax" offering (a bundled version of LightningFax) was no longer supported in new installs starting with 2.4.6.
We are working on an all-ip fax capability for inbound faxes (i.e. the gateway handles this via T37 and hands it off to Unit for processing) that does not involve a 3rd party fax server but that wont be available for a bit.
