Forward All to internal numbers fails for calls originating over QSIG link.
I have a problem with using Forward All to internal extensions (ie, voicemail mainly).
Our CCM connects to the PSTN via a QSIG trunk to a MD110 system. If a CCM phone is set to Forward All to voicemail or another CCM number, it works from CCM phones, but not for calls originating over the QSIG trunk.
Forward Busy and Forward No Answer work correctly over the QSIG link, it just appears to be Forward All that fails.
As a side note, if I set Forward All to an external number, this DOES work. It is only when I forward to another internal number that it fails.
I did take a guess and tried modifying the "Always Forward Switch Voice Mail Calls" Service Parameter to false, but this does not solve the problem.
All CSS and partition info seems correct as far as I can tell.

The below trick might come handy when you have to add a new node to a cluster but you don't have or is unsure of the security password for the publisher. This procedure has been around for ages.
1) Login into the CLI of the Publisher.
