Users can change this option from Active Assistant. You can also change it for them through the SA by changing the Subscribers 'Sending Messages' option to 'By Extension'. You can find this under from 'Subscriber' --> 'Subscriber' --> 'Conversation'.
Also, you can switch addressing modes over the phone if you hit '##'.
