Foward message options

When a user wants to forward a message, they are first asked to dial the name of the person, and then they are given the option to switch to dial by extension. Is there a way to switch this around so subscribers are given the option to select an extension first?

Also, you can change this for large numbers of folks using the BulkEdit utility if you need to... just so you know.
