Unity can transfer a call to a DN on CallManager that does not have a corresponding Unity Subscriber account. However, there has to be some entity in Unity to get the transfer there. For instance, I want Unity to transfer a call to 5000, I don't need a Unity subscriber for 5000. Create a CallHandler with the DTMF ID of 5000 and set it to transfer.
