FXO and route list question.

Head office PRI is configured as backup for remote site FXO for 911( through the RL configuration) However we noticed that call didn't use PRI at all if the FXO line was not attached on FXO port. Why this could happen? How to fix it? Thanks

if the FXOs were disconnected and the call was to go out the PRI but did not in that case, did you get a fast-busy? what was the result of the call?

what version CCM?

does the call go through the PRI when the FXOs are connected and already in use?
