FXO Backup lines

I have a 2811 with a four port FXO connected to fax lines to be used as failover in case the WAN goes down. Sometimes i get users complaining that they cant receive any faxes. well it appears the FXO card is using the back fax lines and i have to disconnect the line from the FXO to receive faxes again. is there a way to configure the FXO only work during WAN failure or release the line after a set amount of time?

Is the Fax directly conencted to the router using FXS port or using PBX and conneted to FXO port.

you may need alternate call routing method to route the calls when WAN link is down.
