I current have a 2811 ISR installed in New Zealand with a dual ISDN wic and a vic2-2fxo wic. In Australia I have a 2821 with a NM-HDA 12 port FXS module.
If i dial the bri port on the 2811 the phone rings on the 2821 and the call completes correctly. If I dial the fxo port on the 2811 i get static on the phone and the call eventully timeouts.
I've adjusted cptone and impedence with no help.

Take the command 'direct-inward-dial' of dial-peer 1002 and 1003 - this is only used for PRI or BRI port types and is not needed on analogue port.
If this still does not help, post the SH VER and SH RUN from both routers so I can see if there is anything else in the configs that could be causing this.
Thanks for your advise, and the issue has been fixed. It ended up being a crossed patch cable between the wall jack and the fxo port.
