I currently have a customer who is running FXO ports to connect to the PSTN. They a are having problems with the Volume on the calls. Inbound or outbound whenvere we reciev from the PSTN or call to the PSTN the phones have to be on 100% volume to even hear the person and that makes a problem with echop on the phone when it is turned up over 75%. I have messed around with the Input gain and output attenuation but nothing helped. I am running MGCP, CCM 3.1.2(C) with IOS 12.1.5XM4.
What should i do?

Try kicking up the input gain on the FXO ports. See

I forgot to mention, set the output attenuation back to default and then I think you have to shut/no shut the port for it to take effect.
