FXO to FXO

hello

suppose we have the following configuration:

analog phone---PBX--1751(FXO)--(LL)--1751(FXO)--PBX--Analog phone.

some one told me, FXO to FXO has the following problem:

when the phone user hangs up the connection between the 1751 and PBX is not released.

to overcome the problem we must use cisco call manager that will monitor everyting.

does this problem really occur when using FXO to FXO without of call manager?
