I have a voip network, where some routers are with vic-2fxs cards. Everything is operating OK, but i want to integrate this network to my PSTN network. I am trying to connect FXS card to my PBX, but nothing works. I have read, that there is possibility to connect FXS to PBX, how can i do that. My routers are 1751v with 12.2 IOS and PBX Nortel Meridian.

If you want to connect the FXS card to your PBX then you must connect them to an FXO interface. FXS will provide dialtone back so it has to connect to an FXO interface. Otherwise you can connect an FXO interface from the router either directly to PSTN line or to your PBX FXS interface.
Hope that answers your question.

how about the E & M VIC Card. I thought that the purpose of E & M card is for router to PBX and FXS is for phone to router
